In my opinion, North Korea is more dangerous taking into account that Kim Jong Il is a self centered person who wants nothing more than to be the center of the universe. Also checks and balances in North Korea are non existent.
Kim Jong Il [current dictator of North Korea since 1994] as well as his father Kim Il Sung [Dictator of North Korea 1945-1994] have practiced a policy of brinkmanship, kidnappings, and bombings.
The part of the brinkmanship of testing a missile and acquiring nuclear capability without consulting Russia and China was one example. The fact that North Korea is suffering from floods and promised to abandon its nuclear program is not enough as such promises were made and broken.
At the present time, Japan and North Korea are engaged in a dialogue in Ulan Bator, Mongolia to resolve the problem of kidnapped Japanese Citizens in North Korea. After the Vietnam War in 1975, North Korea in collaboration with members of the Japanese Communist Party Cells in North Korea kidnapped Japanese Citizens in Japanese Territory. Many of the kidnapped were doing the things that people all around the world were doing: dating, visiting a library, or visiting a restaurant.
After three decades of doing nothing, the Japanese Government received an apology from North Korea about the kidnappings. The people of Japan were furious and elected a new Prime Minister who decided to do something. Mr. S. Abe was the new Prime Minister and he wasted no time in closing businesses owned by North Korea, suspending air travel/ sea travel, and aid to North Korea. Mr. S. Abe did this without consulting South Korea, China, Russia, and the USA and it was brave of him to take these measures.
A kidnapping that occurred with South Korea was in the late 1970's when Kim Jong Il looked at a soap opera from South Korea via his Cable TV. He saw an actress in the soap opera and fell in love with her. When Kim Jong Il found out about her nomination for the Asian Continent's Version of the Oscars in Hong Kong, he immediately ordered his secret police to kidnap her and take her to North Korea.
In Hong Kong, the North Korean Secret Police kidnapped the actress and her ex husband who was a director of the soap opera who was at the wrong place and wrong time. This couple were forced to make soap operas and movies for Kim Jong Il including a North Korean Version of "Godzilla".
In 1987, the pair asked Kim Jong Il permission to make a film in Austria about a Waltzing North Korean Prince. Kim Jong Il was in a waltzing mood at the time and granted permission. As soon as the couple arrived in Austria, they told the taxi to take them to the American Embassy in Vienna. When they arrived, the couple remarried in the Embassy Compound, were granted political asylum, and a new identity in case Kim Jong Il decided to change his mind.
Who cannot forget the 1983 Bombing of a South Korean Airliner in Rangoon [Yangbon] Burma [Myanmar] under orders of Kim Jong Il. In fact, there was information that Kim Jong Il ordered the death of his father Kim Il Sung in 1994 so that he could take over as dictator. Kim Jong Il then consolidated his power by executing possible or actual opponents on New Years Eve 1994.
To conclude, who cannot forget since the beginning of the millennium 2000, Kim Jong Il has been sending missiles into Japanese Maritime Waters and some of these missiles fell in US Maritime Territory?
For this and much more, North Korea is more dangerous.
